Bachelor’s degree in social work or related field, with a Master’s degree preferred, or six years work experience in the field of Human Services field, with at least 3 years case management/program management experience. Training and experience in mental health issues, domestic violence, homelessness, trauma informed services, substance abuse, and crisis counseling a plus. Ability to work with various socio-economic, ethnic and racial populations is a must; good written and oral communication skills with grant writing experience a plus; knowledge of local social services network is helpful but not necessary, and a commitment to non-violence in all interactions. The individual hired for this position cannot participate in any form of substance abuse or show evidence of abuse while performing his/her duties or while present on Salvation Army property, and they must show respect for the goals and objectives of The Salvation Army.

Scope of Position: The Executive Director will oversee the SAFES program and facility ensuring the safety and quality of the program and services. S/he will directly supervise the Program Manager and Business Manager and oversee the supervision and service delivery of the Resident Assistants and Women’s Advocates at the SAFE Shelter. This position will maintain and perform the necessary program reporting and statistical information. If needed, the Director will develop and oversee the staffing schedule of SAFES and work to fill any shift openings. Represent and advocate for The Salvation Army SAFES at all assigned and appropriate community meetings and activities. Assist and coordinate program-specific funding efforts with The Salvation Army Cascade Division’s development office. Any special or unusual concern is to be brought to the immediate attention of the supervisor.

Essential Duties and Responsibilities:
Supervisory Responsibilities: Provides direct supervision, either individual or group, to the Program Manager, and the Business Manager. The Executive Director is ultimately responsible to ensure the quality of SAFES programs and training, including the performance of Resident Assistants, Advocates, and volunteers who are supervised by the Program Manager.
1. Manage the daily operations of the delivery of all SAFES services.
2. Provide supervision to The SAFES Program Director and Business Manager, including ensure the following of proper procedures for hiring, termination, employee performance reviews and all other matters related to staff supervision with support from the Divisional Social Services Consultant.
3. Responsible to ensure the professional and compassionate service delivery in the shelter program, day center, and case management.
4. Act as a liaison with the Joint Office of Homeless Services (JOHS) for contract negotiations, compliance, and service-related issues.
5. Maintain ongoing professional relationship in all interpersonal contacts (note confidentiality and professional guidelines requirements).
6. Provide financial and technical support to SAFES Program
• Maintain client files and act as custodian of client records.
• Administer and oversee client/rental assistance.
• Review data collection and submit statistical reports as required.
• Submit all monies to accounting on a regular basis and insure that all handling of money is according to Salvation Army Policy.
• Direct budget preparation
• Provide technical assistance in preparation and writing of funding proposals and supervision of contract/grant requirements.
• Participate in fund raising projects as assigned. Help identify applicable funding opportunities.
7. Maintain and process all personnel paperwork with DHQ HR team.
8. Facilitate staff and resident meetings as required.
9. Recruit and retain specialized, professional volunteers to facilitate groups in the day center.
10. Provide program support and planning for SAFES.
• Provide planning assistance.
• Provide supervisory assistance.
• Provide oversight of development of program design and materials to be used in the programs.
11. Nurture a strengths based perspective and a trauma-informed care approach in all interactions with staff, clients, and community partners.
12. Log pertinent information and respond to Contact Sheets and Client Feedback forms in a timely fashion.
13. Advocate, support and encourage personal empowerment of the client.
14. Provide public relations assistance to SAFES.
• Act as liaison to public and private services and funding groups (maintain networking with others) representing The Salvation Army’s interests.
• Represent SAFES to program contractors and donors.
• Participate in public relations activities, insuring that such PR is cleared through Portland Metro Coordinator.
• Provide advocacy efforts with local government bodies and agencies
• Act as point of contact for all Good Neighbor Agreement issues
15. Attend all staff meetings as assigned.
16. Represent SAFES at community meetings around public safety and livability.
17. Participate in the Coordinating Committee to End Homelessness.
18. Other duties as assigned.

Working Conditions:
Schedule: With the Divisional Social Services Consultant’s approval, establish a standard workweek taking into consideration the essential duties of this position, the mission of the department, and of The Salvation Army. The work of exempt employees is not measured solely by hours worked. Employees in exempt positions are expected to work the hours necessary to complete assignments on a schedule that satisfies the requirements of the job. A full-time commitment typically requires a minimum of 80 hours per bi-weekly pay period.

Must be able to comprehend assignments and/or ask for additional information or clarification until the assignment is understood.

Able to walk, sit, stand, bend, on an intermittent or sometimes continuous basis. Must occasionally lift and move up to 25 pounds.

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, hand, or feel objects, tools, or controls; to talk or hear; reach with hands and arms. Specific vision abilities required by this job include close vision and distance vision.

Works on multiple simultaneous projects in an environment characterized by interruptions and noise from ringing telephones, printers, copiers, and walk-in traffic, multiple deadlines, and competing priorities. Frequent phone and in-person contact with people from diverse backgrounds who may be angry, hostile, confused, chemically dependent, lacking personal hygiene, frustrated, or under the influence of intoxicants.

Organizes projects, sets priorities, calculates, catalogues, inspects, analyzes, plans, comprehends, and cooperates with others, etc.

Must be able to work with minimal supervision and be comfortable working with a high degree of independence. May be required to make independent decisions that may involve unique or unusual situations and/or complex issues and dealing with demanding requests and/or timelines. May travel overnight or out-of-state.
