• Masters Degree MA/MS in Social Work, Counseling, Psychology or equivalent degree

• Minimum of five years supervising drug and alcohol rehabilitation program or social services unit preferred.

• Current certification as an Alcohol and/or Drug Counselor with recent experience in clinical practice desired. Certification must be by a state certifying body or through a recognized professional chemical dependency counselor’s organization such as the California Association of Alcohol and Drug Abuse Counselors (CAADAC).

• Minimum five-years supervisory experience in related field.


• Documentation and evidence of acquiring and utilizing current knowledge and experience in the profession with emphasis on alcoholism and other drug addictions.

• A minimum of 4 years of experience in the field of chemical dependency services with a sound knowledge of management, social services and 12 - Step AA/NA program.

• Ability to work effectively with others with demonstrated leadership qualities.

• Integrity, resourcefulness, initiative and evidence of self-improvement.

• Professional judgment and integrity in holding in confidence all information pertaining to beneficiaries, families, and co-workers.

• Demonstrate ability to support and apply the philosophy and religious goals of The Salvation Army Adult Rehabilitation Center Program.

• No evidence of existing chemical dependency.

• If chemically dependent, shall be free of and have had at least four years free of any chemical abuse or dependency.

• Willingness to comply with The Salvation Army Counselor Code of Ethics as evidenced by signed agreements.


• Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.

• Ability to grasp, push, pull objects such as files, file cabinet drawers, and other office equipment.

• Ability to communicate clearly on the telephone.

• Ability to lift up to 15 lbs

Under the direction of the Center Administrator the Rehabilitation Manager is responsible for managing the Program staff providing the counseling care and education that is directly provided to beneficiaries. As a team member in the Rehabilitation area, she/he promotes a climate for effective performance and learning through her/his attitudes, willingness to teach and learn and availability to beneficiaries and staff. Encouragement is given to the individual to continue to seek experience and training, which will enhance her/his ability to work more effectively with those who seek Salvation Army services. 1. Recruit adequate staff for each program need in cooperation with the ARC HR coordinator, and in accordance with ARC and TSA policies
2. Provide disciplinary action and recommend termination in cooperation with the ARC HR coordinator, and in accordance with ARC and TSA policies.

3. Train production personnel in accordance with Command guidelines.

4. Prepare annual staffing and payroll budget worksheets for the ARC budget purposes. Follow up throughout the year to insure compliance.

5. Recruit, train, and utilize community volunteers appropriately and effectively.

6. Hold weekly program meetings to assure communication and team support.


1. Insure intake operations are developed and operated with ARC standards.

2. Insure all paperwork is performed as dictated by ARCC and conform with local requirements


1. Insure all men’s and women’s residences are in compliance with ARC standards

2. Insure property is kept clean, and orderly both inside and outside.

3. Insure testing procedures are strictly adhered to

4. Insure staffing and operations including food services are handled appropriately in coordination with DSS where applicable.


1. Insure curriculum is in compliance to ARC standards

2. Insure appropriate teaching objectives, outlines are utilized

3. Insure appropriate teachers are recruited for all classes

4. Insure one-on-one and group process counseling is done weekly


1. Network with local colleges and universities to recruit interns

2. Adequately train interns

3. Either supervise and/or find supervisor consultant to provide appropriate supervision of interns

4. Assign counseling and teaching assignments to each intern


1. Cooperate and coordinate with the Administrator in order to mutually develop the most successful program.

2. Assure program department is in compliance with review requirements at all times.

3. Other duties as assigned.
