Description Social Service Program Specialist

Position Summary

The Social Services Program Specialist will provide programmatic research, evaluation and support to the Department of Social Services and the Corps Social Service programs. She/he will assist in the development and coordination of on-going trainings to meet identified program and case management needs in the field. She/he will work in collaboration with the Divisional Director of Social Services for Corps to ensure maximum outcomes, implement best practices, and provide professional support to the field.

Essential Functions
1. Compile and evaluate data for the assessment of service delivery at all Corps Social Service programs.
2. Research best practices and implement these across field offices.
3. Keep appraised of all trends in the social work field.
4. Research and identify new resources to enhance current social service programs (i.e. Employment training; ESL classes).
5. Provide professional and ethical oversight to social workers in the field offices.
6. Directly supervise department staff in the absence of the DSSDC.
7. Lead the Strategic Advancement interdisciplinary teams for site evaluations to include: standards compliance, quality assurance, program effectiveness, achievement of outcomes, and staff empowerment.
8. Conduct monthly workshops which will provide professional best practice skills at different Corps sites to maximize staff attendance and participation.
9. Ensure that all trainings are educational, cultural and ethnically oriented for staff professional development.
10. Plan and implement the annual Divisional Social Services Conference.
11. Assist Corps Social Service programs with grant research and writing.
12. Assist the DSSDC with the divisional EFSP grant application and distribution
13. Develop and oversee BSW and MSW internship program.
14. Identify and support sites with the capacity to participate in the BSW/MSW internship program.
15. Directly supervise interns for the Social Services Department.
16. Lead the Toys 4 Tots toy distribution effort in collaboration with the USMC, donors, volunteers, and Corps Officers/staff.
17. Provide resources and support to Corps with active Prison ministries. Recruit and train volunteers and encourage additional Corps to participate in this effort.
18. Provide administrative support to the DSSDC which may include some involvement with the Service Extension units, Emergency Disaster Services, and the Divisional Silvercrests.
19. Participate in the creation and monitoring of the departmental budgets.
20. Represent the division at local agency meetings and conferences.
21. Attend staff meeting and all mandatory in-service training.
22. Other duties as assigned.

Requirements Working Conditions

Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 25 lbs.

Minimum Qualifications

1. Master Degree in the field of social work/human services.
2. Bi-lingual Spanish speaking required. Reading and writing in Spanish preferred.
3. Experience providing direct services to individuals, families in need, and homeless population preferred.
4. Experience in program development and evaluation preferred.
5. Experience working effectively with clients, staff and others of diverse backgrounds and interests.
6. Proficient in Microsoft Word and Excel.
7. Valid California’s Driver’s License.

1. Knowledge of Salvation Army policies and procedures.
2. Excellent oral and written communication skills.
3. Strong organizational skills.
4. Ability to manage multiple priorities simultaneously while paying critical attention to detail.
5. Thrive in a team-oriented environment.
6. Driving Test and clean MVR check (if applicable).
