POSITION: Chico Recovery Casework Specialist
DEPARTMENT: Emergency Disaster Services Department
SUPERVISOR: Disaster Recovery & Response Coordinator and/or Chico Corps Officer
STATUS: Non-Exempt / Full Time
PAY: $15.00/hr

Provide overall case management for The Salvation Army Early Recovery Program and Long Term Recovery Program which will include, but is not limited to, client interviews, case management notes, situation assessments, long term planning, liaison to other community relief agencies, coordination of casework with other community agencies and attendance at meetings pertinent to the long-term recovery case management process in Chico County. Ensure that all specifications, requirements and guidelines are being followed and recovery project is proceeding on schedule. Ensure that all relief services given are within approved guidelines and coordinate with other community agencies to avoid duplication of services.

The position is based on specific funding not to exceed past January 1, 2020. Continuation of this position past this time period will be subject to various factors to include a funding source for the position. Additionally, employment with The Salvation Army is considered "at will". This means that either you or The Salvation Army may terminate employment at any time, for any reason or no reason, with or without cause or notice”.


1) Interview, determine eligibility and provide emergency assistance to disaster survivors who may have been impacted by the Camp Fire.
2) Practice active listening and other listening skills, provide information and effective referrals to other service providers if The Salvation Army is unable to assist that household.
3) Dispense approved assistance, often financial aid, given in the form of vouchers, gift cards or other financial mechanism. distributing in-kind goods, such as clean-up kits, food boxes, or other donated goods.
4) Assist Northern California Fire Recovery Project Coordinator in coordinating with other agencies assisting disaster victims. Attend VOAD and other community meetings as requested.
5) Attend long term recovery case management and unmet needs committee meetings.
6) Complete standardized forms (paper or computer) to create a case-record for disaster survivors receiving assistance and appropriately document the survivor’s case, including family composition, disaster-caused needs and aid provided.
7) Assist individuals and families in accessing available Salvation Army resources, such as food, clothing, shelter, Emotional and Spiritual Care, etc.
8) Update manually and/ or computer database client files by recording each contact made with the survivor and maintain records required for follow-up.
9) Compile statistical data and other reports as directed by a supervisor.
10) Become knowledgeable of services provided by other disaster relief organizations, such as FEMA and the American Red Cross, to refer survivors to other organizations that may be able to meet needs that The Salvation Army cannot.
11) At all times, respect confidentiality at home, in public, in committee meetings, and in consultations with clients and other staff/volunteers.
12) Foster and demonstrate a commitment to diversity that is reflected in relationships with survivors, volunteers and staff.
13) Practice good stewardship of Salvation Army resources. This includes ensuring only eligible individuals receive disaster aid and accounting for any financial delivery mechanism, such as vouchers or gift cards, issued to the Santa Rosa Caseworker Specialist.
14) Empower survivors to help themselves as much as possible, using the strengths they possess.
15) Ensure the interface with survivor supports the mission of The Salvation Army.


1) Must have excellent active listening skills and be able to interact compassionately with individuals, who often have suffered a major traumatic loss and are under significant stress. Must be able to assess survivors’ eligibility without discrimination or bias.

2) May operate out of a stationary location, such as the Chico Corps or Distribution Center (DAC), where survivors come to them to apply for aid or may be assigned to an outreach team that heads out into the disaster-impacted area and assists disaster survivors in the field.

3) Depending on the size of the disaster operation or the scope or task at hand, the Chico Casework Specialist may be supervised by the Chico Officer and or Divisional Emergency Disaster Services Director.

4) The Chico Casework Specialist will often be connected to one or more Emotional and Spiritual Care Specialists who are operating at the same location or as part of the same Outreach Team. Casework Specialists should use Emotional and Spiritual Care Specialists to help defuse survivors who are agitated or otherwise emotionally distraught. The recovery project staff and employees are vulnerable to compassion fatigue and may wish to work with an Emotional and Spiritual Care Specialist daily to decompress after a day’s work.

1. 21 Years of age or older.
2. High School Diploma or G.E.D. equivalent.
3. Minimum 1 year of social service experience.
4. Bilingual preferred, but not required.

1. Must have excellent English communication skills, both verbal and written. Spanish communication a plus.
2. Must be able to complete standardized paper forms, legibly and accurately.
3. Ability to respect and uphold confidentiality of clients.
4. Practice active listening, giving disaster survivors their full attention during the casework process.
5. Ability to promote, develop and maintain productive working relationships with a broad range of individuals. Casework Specialists must be able to communicate with and effectively interact with people from different cultures.
6. Flexibility and ability to work well under stress and in adverse conditions.
7. Knowledge of leadership and management principles as they relate to non-profit/voluntary organizations.
8. Knowledge of current community challenges and opportunities relating to the mission of the organization.
9. Knowledge of project management.
10. Self-motivated; able to work independently with a minimum of supervision, yet function as part of a team.
11. Must have the ability to interact with co-workers and the public in a positive and professional manner.
12. Ability to establish and maintain client rapport on an individual basis.
13. Ability to provide leadership, instruction and supervision to volunteers and program participants.
14. The ability to work with people of diverse backgrounds and circumstances.
15. Adherence to The Salvation Army’s “Protecting the Mission” policy and all Child Safety guidelines.
16. Must be able to develop, organize and implement individual and team activities.
17. Must be computer literate and proficient in Microsoft Office programs.
18. Must hold a valid California Driver’s License and be at least 21 years of age with driving performance history sufficient to allow continued insurance coverage Salvation Army underwriting guidelines is required.
19. Ability to pass The Salvation Army’s “Decision Driving” test and to adhere to policies and guidelines.
