o Develop Safety Business Plan for Region
• Safety Program Business Performance
o Define Program Costs and Budget as needed
o Update Asset HS Management Plans
• Safety Management Systems & Information Systems
o Utilize Safety Management Systems (SMS) / Processes to manage / support Safety Programs
o Document Safety Program as needed to demonstrate Company & Compliance performance goals-objectives / requirements
o Utilize Information Management processes to manage information / data / reporting and other documents
• Safety Life Criticals
o Utilize Work Permitting/ Other Processes to define safe work execution
o Maintain a disciplined execution of high risk safety functions
• Process Safety Management (PSM)
o Utilize MOC to Assess Operational and Process Changes
o Maintain Operational / Process Technical Information
o Coordinate HAZOP risk evaluation
o Monitor/measure PSM Operational & Maintenance tactical action execution
• Risk Management
o Utilize Job Safety Analysis / other processes to identify / control personal risk
o Utilize PSM processes to identify / control Operational risk
o Manage incidents via Incident Management process
• Emergency Response
o Coordinate Regional ER planning with Operations & Corporate Crisis Management
o Maintain Regional ER preparation / knowledge / capabilities
• Compliance Management
o Define / Communicate Safety Program Compliance Requirements
o Utilize Compliance Management Processes to manage execution
• Contractor Safety
o Bid / Manage HS Contractor for HS Program projects as needed
o Develop / Manage Contractor Safety Action Plans with performance metrics and scheduled deliverables for Operational Projects
• Training
o Define HS Training needs based on O&M
o Assist Operations to complete HS Training
Requirements • B.S. preferred or equivalent level of training/certification in HSE discipline.
• Working knowledge of OSHA / DOT / PSM regulations
• Experience in US Midstream Operations in Colorado, Wyoming, Utah, North Dakota, and Louisiana
• Experience utilizing Safety Management Systems & Processes
• Ability to balance Safety Program Administration with Field Activities
• Ability to organize, evaluate and report Safety Program data, information and program performance information
• Ability to effectively represent QEPFS in interactions with Government Officials/Representatives
• Ability to Travel within the designated operational region
