Description Leads development and implementation of the QEP HSE Management System procedures applicable to business lines’ operations. Mentors, guides and in conjunction with line management, directs site HSE Specialists supporting Division operations. Accountable for HSE Staff qualifications and coordinating training to ensure compliance with Company HSE Management System procedures.

Under the direction of the (Field Services Division Leader), works closely with Operations Management and field crews in effectively managing safety and environmental regulatory compliance, conforming to corporate policy. Manages the employees of the Division HSE Team within a Matrix environment together with applicable Business Unit and Product Line managers.
  • B.S. degree in related field and a minimum of 12 years experience in HSE, 5 of which are in a supervisory position in oil/gas exploration and production. Eligibility for accredited HSE certifications required (BCSP, NREP, etc)
  • Has documented, relevant industry experience in development and implementation of HSE management systems, team building and facilitating change. Ability to identify operations’ HSE support requirements and develop HSE support organization to fulfill.
  • Experience interpreting internal and external standards and regulation and applying them to operations. Ability to write routine reports and professional correspondence. Ability to communicate (written and verbal) effectively before with all levels of internal and external stakeholders.
  • Works closely with the corporate HSE team management to ensure company policies and procedures are applicable, implemented and effective.
  • Ability to identify operational HSE improvement opportunities; identify probable solutions, garner operational support and facilitate implementation.
  • Broad based understanding of health, safety and environmental disciplines.
  • Experience in project planning and facilitation.
  • Knowledge of word processing software; presentation software; spreadsheet software; payroll systems; internet software, and MS Outlook.
  • Pass the required physical examination, including drug and alcohol screening. Pass a background check. Posses and maintains a valid Driver’s License and has reliable transportation.


  • Facilitates implementation of QEP HSE Management System within the Division.
  • Leads Division HSE Team in customer (operations) support effort.
  • Responds to employee inquiries regarding company/division policies, procedures, and programs.
  • Prepares and administers annual HSE budget for Division operations. Routinely, weekly and monthly monitors and apprises management of performance versus plan.
  • Facilitates implementation of HSE policies and procedures in compliance with all applicable local, state, and federal rules and regulations.
  • Plans and implements programs to educate managers and employees in work site HSE practices, and ensures employees are apprised of changes in regulatory requirements and/or procedures.
  • Facilitates inspection of facilities/work sites to detect existing or potential health, safety and/or environmental hazards. Determines corrective or preventative measures where indicated and works with operations managers to ensure implementation of corrective actions.
  • Supervises Division HSE personnel and ensures they are properly trained in and effectively executing the duties and responsibilities of their positions.
  • Supports operations managers in the investigation of unplanned events, determining root causes and solutions from incident analysis and assists in initial report preparation.
  • Reviews incident reports. Consults with appropriate corporate staff in completing and submitting of final reports for management review as required by company policy or regulatory agencies.
  • Keeps management and corporate HSE staff informed as to any condition or situation that may affect financial performance or regulatory compliance.
  • Maintains HSE records as necessary for regional administration.
  • Represents the organization in community and industry HSE groups and programs.
  • Facilitate implementation of Division contractor management process.
