Organization Profile

The primary mission of the Lutheran Church Extension Fund (LCEF) is to provide financial resources and related services for ministry, witness, and outreach of The Lutheran Church – Missouri Synod (LCMS).  In so doing it shall raise funds primarily through the issuance of corporate notes and other debt instruments.  Its assets shall be used exclusively for the following:  To provide financing and services for the acquisition of sites; the construction of facilities; the purchase of buildings and equipment; operating expenses; professional church worker education; the residential housing needs of professional church workers; and other purposes approved by its governing board consistent with the ministry and mission of the Synod under policies approved by the Board of Directors of the Synod.

Reporting Relationships

  • Reports to the Chief Financial Officer
  • Serves as a member of the President’s Innovation Team
  • Serves as the management interface to the Board Investment Committee
  • Serves as a resource to the Board of Directors
  • Chairs the Asset-Liability Committee, the Interest Rate Committee and serves as an advisory member of the Loan Committees
  • Relates to the Regional and District Vice Presidents
  • Relates to Church Extension Fund (CEF) Executives and the Lutheran Federal Credit Union
  • Manages the relationship with external investment advisors
  • Manages third party vendor relationships as required    

Essential Job Functions

The Sr. Vice President - Investments/ALCO is responsible for providing investment, interest rate risk, and asset liability leadership to the LCEF. The Sr. VP Investments/ALCO leads in the development of the investment and asset liability strategy designed to support the achievement of the mission and objectives of the LCEF while ensuring it maintains strong net interest income and an acceptable interest rate and market risk profile. The Sr. VP Investments/ALCO serves as a member of the President’s Innovation Team; serves as a resource to the Board of Directors and its committees; and serves as a resource to the Regional Vice Presidents, District Vice Presidents, independent LCMS church extension funds and the Lutheran Federal Credit Union.

  • Develops, manages and monitors the investment, liquidity, interest rate, and asset liability strategy to meet the objectives of the LCEF.
  • Serves as a resource to the Board of Directors and Board Investment Committee providing input related to investment and liquidity strategies, interest rate risk, and asset liability management; prepares docket materials and presentations for the Board and Investment Committee.
  • Monitors spreads between cash, investments, loans and investor payables to maintain and improve LCEF’s net interest income and margin.
  • Serves as an available resource to CEF Executives and the Lutheran Federal Credit Union in the areas of investment and liquidity strategy, interest rate risk and asset liability management.  
  • Manages the relationship with LCEF’s investment advisors ensuring the portfolio meets the allocation, risk and liquidity guidelines.
  • Chairs the Asset-Liability and Interest Rate Committees and serves as an advisory member of the loan committees.
  • Serves as management interface to the Investment committee and develops presentations, the agenda and supporting docket.
  • Serves as an advisory member of LCEF’s loan committees.
  • Communicates the investment and asset liability strategy to the various departments of the organization, inclusive of the Regional and District Vice-Presidents.
  • Interfaces and manages relationship with outside investment advisers, banks and custodians ensuring that investment allocations and associated risk levels comply with the investment guidelines, adequate liquidity is maintained, and investment performance meets or exceeds benchmarks.
  • Leads the Request For Proposal processes for Investment Advisers, Money Managers, and investment advisers engaged to perform an independent review of the investment portfolio.
  • Responsible for developing and recommending approval of LCEF’s investment, liquidity and asset liability policies ensuring compliance with policy guidelines.
  • Manages, monitors and seeks to minimize investment fees.
  • Manages spreads between cash, investments, loans receivable and investor payables and maturity re-pricing to maximize net interest income and margin.
  • Provides support to the lending and deposit areas by reviewing and recommending loan and deposit rates and spreads assisting with the re-pricing of maturities.
  • Prepares financial information for risk-sensitivity analysis designed to quantify LCEF’s interest rate risk and provide guidance when limitations are exceeded.
  • Reviews agenda, docket materials, presentations and related financial information reviewed in the monthly ALCO, Interest Rate, Investment Committee and Board meetings.

Education and Experience

  • Churchman who has an understanding and commitment to the mission of the church.
  • Minimum of a bachelor's degree in Finance, Economics or Mathematics.
  • Certified investment advisory credentials.
  • Minimum of ten years progressively responsible experience in investment strategy, interest rate risk and asset liability management with emphasis in financial institution or banking operations.

  • Capable of providing strategic direction, planning and carrying out the multiple phases of investment, liquidity, and asset liability management strategies taking the initiative to see, suggest, and carry out changes which will assist in the overall operations of the LCEF.
  • Demonstrated skills and knowledge of all aspects of investments, liquidity, interest rate risk and asset liability management.
  • Strong knowledge of all asset classes.
  • Capable of identifying market trends that may impact earnings and capital.
  • Strong leadership and excellent oral and written communication skills.
  • Capable and able to work under pressures of time limitations.
  • Ability to travel as needed.
  • Demonstrated ability to assess, evaluate and provide sound judgement.
  • Ability to effectively interface with various levels of management and various departments.
  • Ability to understand and utilize complex data processing systems and manage associated vendor relationships.
  • Demonstrated understanding of LCEF organizational and operational requirements.

Supervisory Responsibility

Ability to work effectively with supporting staff from various areas within LCEF.
